The Energy Company Obligation (ECO4) requires large UK energy suppliers to fund energy efficiency improvements in low-income and vulnerable households, including heating system upgrades and insulation measures. The Energy Company Obligation (ECO4) is the fourth iteration of the UK's flagship domestic energy efficiency obligation scheme, administered by Ofgem under powers granted by the Gas and Electricity Markets Authority. Under ECO4, energy suppliers with 150,000 or more domestic customers are legally required to fund and deliver a set volume of energy efficiency improvements to eligible households. The scheme runs from April 2022 to March 2026 and represents approximately £4 billion in total investment in the UK's housing stock.
ECO4 targets low-income, fuel-poor, and vulnerable households, primarily those in properties rated EPC band D, E, F, or G. Eligible households are typically identified via means-tested benefit entitlements (such as Universal Credit, Pension Credit, or Child Tax Credit) or through referrals under the ECO4 Flex mechanism, which allows local authorities and energy suppliers to declare additional eligible households based on income and energy efficiency criteria. The scheme takes a whole-house, fabric-first approach, meaning insulation measures must generally be considered before heating upgrades are installed.
Qualifying measures under ECO4 include solid wall insulation, cavity wall insulation, loft insulation, underfloor insulation, air source heat pumps, first-time central heating systems, and smart heating controls. Each measure is assigned a carbon or score-based unit value; obligated suppliers must meet their individual delivery targets by the scheme deadline. Installers carrying out ECO4 work must be TrustMark-registered and hold the appropriate PAS 2035/2030 certification, ensuring quality and consumer protection standards are met throughout the supply chain.
For heating and building services contractors (TGA/SHK), ECO4 presents a significant volume opportunity. Contractors should ensure they hold valid TrustMark registration, relevant PAS 2035 retrofit assessor or coordinator accreditations, and MCS certification where heat pump installations are involved. Work is typically commissioned through energy suppliers or their managing agents (MAs). Contractors should monitor Ofgem's ECO4 guidance pages for any transitional arrangements as the scheme approaches its March 2026 end date, and stay informed about the successor scheme (likely ECO5 or a reformed obligation) to maintain pipeline continuity.
